Working to remove any one area of the tumor is significant, indeed, but perhaps it is all civic groups can do.

From the very start they lacked an awareness of the fact that they were representing the residents in their electoral districts and lacked the proper understanding of "the rule of law." To put it in extreme terms, the old party bosses now have the opportunity to remove the teeth that have bothered them and get new teeth in their place.
The civic movement should not stop at simply venting their anger at the low quality of Korean politics. Instead of campaigning against the nomination and election of specific individuals,[link widoczny dla zalogowanych], it would be much more constructive for political reform if these groups chose qualified, fresh new individuals and campaigned on their behalf. If this is realistically difficult, they could also try to work within the electoral district level to have party supporters select the candidates for their parties. It is surely important to weed out those members of the National Assembly who aren't qualified, but most important for voters is to vote for those who's utmost concern is the management of the state.
